The PGDMIL programme is developed at SOJNMS, IGNOU — based on the UNESCO MIL Curriculum (2021). Subject experts and academics can apply as unit writers and contribute to curriculum development. Teacher training is facilitated through SACTD, Colombo.
Authors and content developers use the Open Monograph Press portal to draft, peer-review, and openly publish MIL course units and scholarly monographs for the region.

On 20 May 2025, UNESCO, IGNOU, and the South Asian Centre for Teacher Development (SACTD) — a UNESCO Category 2 Centre based in Colombo, Sri Lanka — signed a Memorandum of Understanding at the UNESCO Regional Office for South Asia, New Delhi.
Under the MoU: the PGDMIL academic programme is developed at SOJNMS, IGNOU, grounded in the UNESCO MIL Curriculum (2021 edition); and MIL teacher training across the region is facilitated by SACTD, Colombo.
